Texas Education Freedom Accounts (TEFA): What Families Need to Know

Texas families now have a new way to fund their child’s education. In 2025, the Texas Legislature passed Senate Bill 2 and provided $1 billion to create the Texas Education Freedom Accounts (TEFA) program, giving parents greater freedom and flexibility to choose the learning environment that fits their child best.

 

Administered by the Texas Comptroller of Public Accounts, TEFA is the largest day-one school choice initiative in the nation. Families who enroll their children outside the public school system, including private school or homeschool, and who are accepted into the program, can use their child’s TEFA funds to pay for approved education-related expenses through the program marketplace. Qualified tutoring is among those approved expenses, which is where At-Home Tutoring Services® comes in.

A-HTS® is an approved Texas EFA vendor. Families can use their TEFA funds to pay for our tutoring services directly through the program’s approved payment platform.

How Much Funding Is Available?

The award amount depends on the educational setting your child is in. Here is the breakdown for the 2026-27 school year:

PRIVATE SCHOOL STUDENTS

$10,474

PER CHILD, PER YEAR

85% of the statewide average per-student funding, set by TEA for 2026-27

Private school students with a disability

Up to $30,000

PER CHILD, PER YEAR

Based on the IEP-related funding the child’s district would receive; requires an IEP on file with TEA

Homeschool & all other students

$2,000

PER CHILD, PER YEAR

Approved education-related expenses through the program marketplace, including qualified tutoring

For homeschooled and other non-public-school students, the $2,000 annual award can be applied to approved education-related expenses, including tutoring services delivered by an approved provider like At-Home Tutoring Services®.

How to Use Your EFA Funds for Tutoring with A-HTS®

Once your child is accepted into TEFA and funds are available in your account, you are ready to direct them toward approved services.

Step 2
Book Your Consultation

Reach out for a free consultation. We will learn about your child's goals, grade level, and the subjects where they need support, then match them with the right tutor.

Step 3
Build the Plan

Your tutor creates a customized learning plan with clear goals and consistent progress tracking, so every session moves your child forward.

Step 4
Pay With EFA Funds

Tutoring is an approved EFA expense. Payments are handled through the program's approved platform, so funds go directly toward your child's sessions.

Note for families: TEFA funds cannot be used to pay a family member for tutoring, which is one reason families turn to an approved provider like A-HTS® for qualified, independent instruction.

Yes. A-HTS® is an approved Texas Education Freedom Account vendor, which means families can use their TEFA funds to pay for our tutoring services.
Yes. Tutoring is an approved use of TEFA funds across all funding tiers, including private school, students with disabilities, and homeschool families.
Families can allocate any portion of their approved funds toward tutoring services, within the limits of their total award and the program’s approved-expense rules.
Yes. Homeschool families receive $2,000 per child for the 2026 to 2027 school year, and tutoring is an approved expense. Many homeschool families use these funds to add one-on-one instruction in specific subjects.
Funds begin releasing July 1, 2026, with additional portions released through the school year and the full balance available by spring 2027. Unused funds roll over as long as your child stays in the program.
